What is Consent to Operate (CTO)?

Consent to Operate (CTO) is the mandatory approval that every industry must obtain from the Rajasthan State Pollution Control Board (RSPCB) before starting actual production or business operations.

While CTE is required before construction, CTO is required after construction is complete and before operations begin. It confirms that:

  • Your facility is built as per approved plans
  • Pollution control systems are installed and functional
  • Air emission levels meet standards
  • Wastewater treatment is operational
  • Waste management systems are in place

CTO Application Process
