What is Consent to Operate (CTO)?

Consent to Operate (CTO) is the mandatory approval that every industry must obtain from the Rajasthan State Pollution Control Board (RSPCB) before starting actual production or business operations.

While CTE is required before construction, CTO is required after construction is complete and before operations begin. It confirms that:

  • Your facility is built as per approved plans
  • Pollution control systems are installed and functional
  • Air emission levels meet standards
  • Wastewater treatment is operational
  • Waste management systems are in place

CTO Application Process

Step-by-step guide to obtaining CTO from RSPCB

1

Complete Construction

Ensure all construction, machinery installation and pollution control systems are complete as per approved CTE.

2

Conduct Tests

Get stack emission tests, wastewater tests and ambient air quality tests from NABL-accredited laboratories.

3

Prepare Documents

Compile all required technical, legal and environmental documents as per RSPCB checklist.

4

Online Application

Submit CTO application through RSPCB portal with all documents and prescribed fees.

5

Site Inspection

RSPCB officials conduct site inspection to verify installations and systems.

6

Receive CTO

Upon satisfactory inspection, RSPCB grants CTO with validity period and conditions.

CTO Validity & Renewal

Understanding CTO validity periods and renewal requirements is crucial for uninterrupted operations.

Validity Periods
Red Category1-2 years
Orange Category3-5 years
Green Category5-10 years
Important: Apply for renewal at least 60 days before expiry to avoid penalties.
Apply 60 days before expiry

Frequently Asked Questions

No, operating without CTO is illegal and can result in heavy penalties, closure orders and legal action. Always obtain CTO before starting operations.

Typically 30-60 days depending on industry category, document completeness and inspection schedule. Red category units may take longer.

Operating with expired CTO is a violation. You must apply for renewal before expiry. If expired, you may face penalties and need to apply for fresh CTO.

Yes, you can apply for CTO modification if you want to change production capacity, add machinery or modify pollution control systems.
